Project Update, February 27, 2024: At its meeting on February 26, 2024, Council gave three readings to the heritage revitalization agreement and heritage designation bylaws for this project. Click here to view a recording of this section of the meeting.


What's being proposed?

Heritage Revitalization Agreement (HRA) and Development Permit applications have been received for 203 Pembina Street in Queensborough. The development would retain an existing specimen-sized Northern red oak tree as the project’s heritage component, given its historic, cultural, and aesthetic value. Six family-friendly, stratified townhouse units are also proposed. Drawings indicate an overall density of 0.97 Floor Space Ratio (FSR).

Through the HRA, the oak tree would be legally protected through a Heritage Designation Bylaw and listed on the City’s Heritage Register. In exchange, townhouse development would be permitted. City staff consider the proposal reasonable in the context of the heritage value of the oak tree and increasing infill housing and choice. This Heritage Revitalization Agreement is the first in New Westminster to contemplate long-term protection and designation of a heritage tree.

How can I engage?

There have been multiple opportunities for the public to provide feedback through the application review process. The process included applicant-led consultation and review by City committees. The review process has been iterative and revisions were considered, based on consultation feedback, throughout the process.

A Public Hearing was held on February 26, 2024, after which Council voted to support the application. All opportunities for engagement with this application are now complete.
