What's being proposed?
Westminster House Society currently operates a provincially and municipally licensed residential recovery house at 228 Seventh Street. The program provides support and housing for women and girls recovering from substance use and chronic homelessness.
A rezoning application has been received for this property, which would change the property’s zoning to make it consistent with the current use. The application would also permit construction of a detached accessory building. The proposed structure is a two-storey wood-frame building that would help provide additional intake and administration spaces. The building would contain support spaces, including office and administrative areas, laundry, washroom facilities and food storage. The proposed building would be located at the corner of two lanes.
The project does not propose an expansion to the number of clients served by the recovery house; rather, the building would improve and expedite clients’ access to services and better accommodate staff needs.
Based on feedback received during the applicant-led consultation, the applicant has worked with the City to update their proposal. No substantial changes were recommended to the project’s design. However, in response to community feedback regarding use of the lane, the applicant has provided additional information on how garbage and recycling pickup would function, as well as additional detail regarding proposed lighting along the lane.

How can I engage?
City-led consultation concluded on January 24, 2023.
There are multiple opportunities for the public to provide feedback through the application review process. The review process is iterative and revisions are considered, based on engagement feedback, throughout the process. The process to date has included applicant-led consultation, followed by revisions based on the feedback, and City-led consultation conducted prior to the proposal being presented to Council for consideration of approval.
The applicant hosted an in-person open house on November 15, 2022. Written feedback was accepted until November 22, 2022. Through this consultation the applicants heard from 11 people, the majority of whom expressed their support for the project. No substantial changes were recommended to the project’s design.
City-led consultation for this project took the place of the Public Hearing. When Council considered this project on January 30, 2023, they decided that a Public Hearing for this project would not be held.
