What's being proposed?
The City has received a rezoning application (Zoning Bylaw amendment) for 310 Blackley Street. The applicant is proposing to rezone the property from M-1 (Light Industrial Districts) to RT-3A (Queensborough Townhouse Districts) to align the property with the Queensborough Eastern Neighbourhood Node Master Plan. The Master Plan and the Queensborough Community Plan designate 310 Blackley Street as RM (Residential – Multiple Unit Buildings). The current M-1 zoning is inconsistent with this designation, and a rezoning application is required to bring the property into alignment with the Master Plan and Community Plan.
The purpose of the rezoning is to align the zoning for 310 Blackley Street with that of the neighbouring properties, so it can be developed in accordance with the Master Plan at a later date through a Development Permit review. Demolition of the existing house, which was built in 1915, would be required to facilitate future development.
The proposed RT-3A (Queensborough Townhouse Districts) zoning would permit a residential townhouse development on this site. Under this zone, three-storey townhouse units would be permitted.
What is the Queensborough Eastern Neighbourhood Node Master Plan?
The Queensborough Eastern Neighbourhood Node Master Plan was created to guide the development of properties within the area and includes parks, greenways, streetscape plans, and public realm design guidelines. The Plan was approved by Council in 2016 after consultation with the community, property owners within the plan area, the Queensborough Residents’ Association, the Advisory Planning Commission, and the New Westminster Design Panel. City-led consultation for this application included this project webpage and comment form. The comment form was open between April 2 and April 23, 2024. Residents within 100 metres of the project were notified of the survey. One response was received, which expressed a desire for more density and mixed-use developments in Queensborough.
