Project Update, June 29, 2023: City-led Consultation for this project has now concluded. Feedback received from the community will be shared back here, and with Council as they consider this zoning text amendment later this year.


What's being proposed?

The applicant is looking to expand the permitted land uses on 805 Boyd Street (Queensborough Landing Shopping Centre site) in order to attract new tenants and businesses. Proposed new land uses include: amusement arcade, microbrewery, winery, and distillery, cottage brewery, trade and commercial schools, overnight animal boarding, delivery and express facilities, courier service, car washing establishment, retail stores - including the sale of used goods. A zoning text amendment to the C-10 Large Format Commercial Districts would be needed to allow these proposed land uses. 805 Boyd Street is the only property with this zoning.

The proposal satisfies the Queensborough Community Plan land use designation of (QC) – Queensborough Commercial by providing complimentary uses that are:

  1. are consistent with those typically found in similar highway commercial and/or commercials service areas,
  2. are considered to be complementary to existing commercial uses on site,
  3. are not anticipated to create land use conflicts with surrounding existing uses or future uses contemplated by the Official Community Plan.

As the proposal does not propose any exterior changes to the buildings, no Development Permit is required.

Note: This is one of two separate applications underway at the Queensborough Landing Shopping Centre site (805 Boyd Street). Click here for information about Official Community Plan (OCP) amendment, rezoning and Development Permit applications that would facilitate the development of a four-storey self-storage building in the southeastern corner of the site.

How can I engage?

City-led consultation took place in June 2023. City-led consultation is intended to offer the opportunity for public input before the project proposal is finalized and presented to Council for consideration of approval.

This City-led consultation may potentially take the place of the Public Hearing.

A summary of the feedback received will be presented to Council when they consider this zoning text amendment application. The report will be posted on this page once it is available.

    Thank you for your question regarding the proposal for 805 Boyd Street. Staff are working on reviewing the application and this page will be updated once a date has been scheduled for the comprehensive report to Council and Council consideration of the rezoning application.

    Thank you for your question regarding the proposal at 805 Boyd Street. If referring to the vehicular entrances leading into Queensborough Landing, those road segments are located within private property and are not considered to be City rights-of-way. Consideration of requests for speed humps is typically for local City streets only.

    On a broader scale, the City is currently developing a Transportation Plan for the Queensborough neighborhood to identify and fill in the gaps in our transportation network. In alignment with the City’s Seven Bold Steps for Climate Action, strategies and recommendations in the Transportation Plan will help make walking, cycling, and taking transit in Queensborough more convenient and accessible for residents and visitors. While the City does not directly deliver transit services, we have an ongoing working relationship with TransLink, and can make recommendations for future transit improvements. The City is also currently developing a Transportation Plan for the Queensborough neighborhood to identify and fill in the gaps in our transportation network.     Thank you for your feedback on the 805 Boyd Street application. 

    The City is currently developing a Transportation Plan for the Queensborough Neighborhood to identify and fill in the gaps in our transportation network. The Plan will guide the prioritization of how the City spends money on transportation initiatives in the community. Through this plan, the City is looking at ways the flow of motor vehicles can be improved on existing City roadways in Queensborough, including improved access onto the Queensborough Bridge, which is managed by the provincial Ministry of Transportation and Infrastructure.
