What's being proposed?

Official Community Plan (OCP) amendment, rezoning, and Development Permit applications have been received for 805 Boyd Street (Queensborough Landing Shopping Centre site). The applicant is proposing to subdivide off a 0.45 hectare (1.11 acre) parcel in the southeastern corner of the Queensborough Landing site to facilitate the development of a 12,241 sq. m. (131,766 sq. ft.), four-storey self-storage building, with a floor space ratio (FSR) of approximately 2.72. The facility would include approximately 1,081 climate-controlled storage units.

The proposed new parcel would contain 20 vehicle parking spaces, three loading spaces, and four short-term bicycle spaces. Site access would be secured by means of shared access easements with the larger Queensborough Landing site. The proposal would require demolition of a portion of existing building “F” (as shown on the first page of the proposed drawings). The OCP amendment and rezoning would apply only to the subdivided parcel and would not change the land use designation on the remainder of the Queensborough Landing site.

There have been multiple opportunities for the public to provide feedback through the application review process. The process included applicant-led consultation and review by City committees. The review process has been iterative and revisions were considered, based on consultation feedback, throughout the process.

A Public Hearing was held on July 8, 2024 after which Council voted to supportthe application. All opportunities for engagement with this application are now complete.

Applicant-led Consultation

The applicant-led consultation process took place from August 28-September 20, 2023. Community members were invited to provide feedback through email, phone, survey, and a virtual open house. The feedback will be considered by the applicant as revisions are made to the project. In addition, the feedback has been received and reviewed by staff. This feedback is being compiled with other feedback submitted directly to the City.     Thank you for taking the time to provide feedback regarding the proposed development at 805 Boyd Street. The Queensborough Landing site is home to a number of commercial businesses, including restaurants, grocery stores, retail stores, and other services. The proposal is to subdivide and rezone a 1.09 acre parcel from the larger 37.76 acre site, leaving the majority of the remaining parcel available for a variety of commercial uses. The proposed self-storage facility would support the viability of the Queensborough Landing site, which has been challenged with vacancies since before the pandemic. In terms of traffic, based on information provided to Transportation Division staff, the number of vehicle trips generated by a self-storage use is anticipated to be fewer compared to a shopping centre use, representing an overall decrease in peak hour traffic volume.

Given our housing crisis, every little bit of additional housing helps. Is there anything preventing this from being a taller building with apartments above and a self storage business in the bottom few floors?     Thank you for taking the time to provide feedback regarding the proposed development at 805 Boyd Street. In terms of land uses, the site’s current land use designation (Queensborough Commercial (QC)) and the proposed designation for the parcel to be subdivided (Queensborough Mixed Employment (QME)) are not intended for mixed residential uses. In the Queensborough Community Plan (QCP), the site is also considered to be part of Queensborough’s business node. Medium/higher density residential uses are captured under other designations of the QCP, such as Mixed Use - Low Rise (ML) and Residential - Multiple Unit Buildings (RM).

    Thank you for your question regarding the proposed development at 805 Boyd Street. In terms of siting, the applicant is proposing to locate the self-storage facility on a portion of their own existing Queensborough Landing Shopping Centre site rather than on a different property. Their other application for the proposed expansion of permitted land uses is intended to diversify the rest of the Queensborough Landing site and help address vacancies by attracting new tenants and businesses.
